Confidence and gaps

The seat counts are incomplete. Alaska and Mississippi were uncalled on the morning of 4 November, Mississippi's 43-vote margin cannot be resolved by a recount, and dozens of House races remained outstanding, so the final size of the House majority is uncertain, though it could reach 250 seats or more; the Alaska race may also be litigated. None of these outcomes changes control of either chamber.

The Iran assessment rests on thin and contested evidence. Accounts of the state of talks, of Netanyahu's lobbying and of Iran's intentions come from anonymous regional officials and Iranian sources, and the strikes of 2 November show how quickly the position can change. No official figure for the war's cost was available from the Pentagon. The Ukraine judgment depends on the Abu Dhabi talks, which have not started.

Foreign reactions are recorded only where governments have spoken publicly. We found no substantive statements from India, the Gulf states, most of Southeast Asia or African governments other than South Africa by midday on 4 November, so their positions in this report are inferred from their stated interests and prior conduct.

The assessments of what a Democratic Congress will do depend on decisions not yet made: committee assignments, the Senate's handling of the filibuster, and whether lame-duck Republicans pass reconciliation and a debt-limit increase. The information that would most change this report is the outcome of the Shenzhen summit and the China truce decision, any US-Iran framework or renewed strikes, and whether the December funding bill becomes the vehicle for health and defense bargains.
